they get the shinobi and burst drone is a better scout than others.

The shinobi is quite useful, actually. His secondary is kinda nice, and he can take on some infantry as well. And infiltrating is always nice.

Burst drones are way better scouts as well, and can be used for some harassment as well.
Nothing is overpowered or underpowered. Just get better.

The Empire can detect hidden units with Burst Drones. You just need some forces nearby to destroy them.

cause IWs can't be stunned with the bark of the dogs or bears when banzi charging unlike the dogs and bears (stupid animals afraid of their own shadow )
