Even in original RA3, in the Soviet mission where you kill all the Empire commanders at Mt. Fuji, in their final message before they die after you destroy their bunkers, their environments are in perfect condition.

The funny thing is in the mission where you kill Krukov, they actually bothered to give him injuries makeup in his final message. I guess they ran out of funding by the end after wasting money on hiring minor celebrities.
